These relnotes can be (begun to be) prepared ahead of the release date, but need to be out by our first beta release.

I think our recommendation should be around installing the certificate if they are happy with their AV/web-filtering software intercepting and scanning secure web traffic, otherwise disabling that feature in their software.

Most are now starting to provide only an x64 version. x86 is going the way of the Dodo. When our new infra is ready we should release a fully localized x64 asap. Trying to use an x86 version on a newer x64 distro is currently probably the most often reported Linux problem in the support groups together with the certificate problem. Unfortunately the x86 compat libs are no longer installed by default too which results in SeaMonkey not starting.

Yes, but (a) frequently there are 32-bit libraries provided as well (by default or as an installation option or from a separate repository) for reasons of compatibility, and (b) some distros provide their own 64-bit build (with or w/o l10n) for SeaMonkey in their repositories.
Release notes show ok so we are hopefully done here.
