1459219 - Show FxA messages capable devices without a sync record in Send Tab

At the moment, the Send Tab list is:
Client records ∩ FxA devices ON fxADeviceId

However in the future (AR/VR) we will have devices that use Send Tab without sync, so we want to add them to that list.

I believe some of the complexity we have around this code was to deal with Android and iOS not registering devices with FxA, but we are probably at the stage where all the clients we care about *do* register a device, so this might be a good opportunity to clean some of that up.
