Netscape Enterprise Server 3.6 Admin 
Restrict Access pane comes back blank after clicking submit. Error in java
console is: Parser Warning: user, group, ip, dns, program expected. 

Reproducible: Always
Steps to Reproduce:
1. Open Admin page for Enterprise Server 3.6
2. Click "Server Preferences"
3. Click "Restrict Access" link
4. In section "B. Pick an existing ACL" click on an existing acl
5. Click "Edit Access Control" button
6. The page that returns is blank (both top and bottom panes)

Actual Results:  The page comes back blank. Top frame has this url:
/https-support/html/aclempty.html

Checked JavaScript console but no errors shown there. 
Checked Java console and the following errors showed up there:
Parser Warning: user, group, ip, dns, program expected

Expected Results:  Using 4.7 browser will show correct access control list in
top pane on page that returns.

NES 3.6 is not going to be updated. Use NES 6.x or Apache.
