Split from bug 1436228 as the major version bump to 4.6.0 seems to result in the webpack output removing newlines by default. We might just need to set some appropriate config if we want to keep newlines or decide that our bundle will be minified-ish. Also, the upgrade will require an additional "webpack-cli": "2.0.15" as a dependency.
