Steps to reproduce:

set Windows 10 system scaling to 175% or play with Firefox's page zoom level at this website https://www.cnn.com/2018/04/01/politics/anthony-kennedy-supreme-court-future/index.html and scroll down a bit. the ad flashes/flickers at certain scroll positions.
