we reference buildapp == 'mulet' ||(e10s && debug).

we have not had mulet for a long time, that can go.  And we run all browser-chrome tests on e10s only, so that can become just debug
:dluca, want to give this a try for more manifest editing practice?  Maybe share it to another engineer on your shift if they need more practice.
