Something like this

I've install Mozilla and it imported boomarks from IE. There were in Russian
language. In 0.6 - 0.9 it works fine - in Mozilla bookamrks were in Russian too.
But after RC1 they looks like this:
%CC%EE%E1%E8%EB%FC%ED%E0%FF%20%F1%E2%FF%E7%FC%20-%20iXBT%20Hardware%20BBS

In RC2 just the same

It's the same in Traditional Chinese environments. Seems to be a problem dealing
with DBCS. Besides, I cannot import any IE Favorites into Mozilla.

If you can confirm that the report doesn't apply to current SeaMonkey 2.x nightly builds, please set it to the appropriate RESOLVED state (WORKSFORME, INVALID, WONTFIX, or similar).
If no action happens within the next few months, we move this bug report to an EXPIRED state.
