Steps to reproduce:
Turn off "Title Bar" option in Customize window, on Ubuntu 18.04.
Actual results:
Title bar does not have "inactive" styling. When window is not focused style does not change. It should be "dimmed".
Expected results:
Title Bar should have correct inactive state style. In attached screenshot both windows are not focused, but top one has "Title Bar" option turned on, and one on bottom - turned off.
