Steps to reproduce:

Open Firefox, then open a new tab. The list of "Top Sites" is displayed on the default tab, but not the new tab.


Actual results:

On load, I have FF set to "Show your home page". For Home Page I use "Mozilla Firefox Start Page". The list of "Top Sites" and "Highlights" on that page doesn't get displayed for new tabs, only the default tab that's displayed when Firefox loads. This happens even though I have my New Tab settings set to show Top Sites (see attached).


Expected results:

When I open a new tab the Top Sites section should be displayed on the new tab, however I just get a blank page.

Is the cog shown on new tabs? If yes, this is a different bug and any further
info on this bug is appreciated. If it is just a white page, please follow
these steps:

1. On a new tab, open the "about:config" (without quotes) and press the
   "I accept the risk!" button.
2. The Configuration page is opened. Using the search box on the top of the
   page, search for the "browser.newtabpage.enabled" variable.
3. Double-click the value until the Value column shows "true".
4. Restart and check if the bug exists.
