Details
(Whiteboard: [webcompat])
User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:60.0) Gecko/20100101 Firefox/60.0
Build ID: 20180510203301
Steps to reproduce:
1. Go to contacts.google.com
2. Create a new contact.
3. In the "Notes" field, create many rows of text. (One character per row would suffice for to replicate this bug.). Keep typing row after row.
Actual results:
After typing several rows (depending on how tall your browser window is), you will find that when you type, the browser will scroll up.
Expected results:
The browser should keep the focus on the row you are currently on.

This is unlikely Text layout issue. Not exactly sure what's going on here, so put into Layout for now.
