My TouchPad (using a Dell latitude that comes with "Intel(R) 82801BAM LPC
Interface Controller - 244C" as a touch pad) will not let me use the Scroll
function buildt in to it - all other apps can.

Reproducible: Always
Steps to Reproduce:
1. Use the "Wheel mouse" function in Synaptics TouchPad


Actual Results:  Nothing - Well, the mouse arrow moves as if I was touching the
pad outside the scroll area.

Expected Results:  The page should have scrolled according to the "Weel mouse"
settings in "Preferences -> Advanced"
