As :jmaher suggests, see if we can us a moz.build rule to copy /testing/talos/talos/filter.py into testing/raptor/raptor/filter.py (and remove source from raptor) as the file is the same.

I'm not sure if filter.py is exactly the same anymore in talos vs raptor, so be sure to verity that first. If the raptor filter.py is now different then just close this bug.

Yes. I think a function, ignore_negative has been added to talos/filter.py. Besides this everything else is the same

There has since been updates to the raptor filters.py specific for Raptor, so this bug no longer applies/is necessary.
