PR 11036 applied with additional changes from upstream: a87e3675f288170b8fa1d1fe90b44c8c82377856, 15f9e082e6a532cb06c5f666ee3b7833fadf2500
The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
