* (First-run may not apply)
 * User will only see one search hanger per session.
 * If the user has not seen a hanger this session, they may see one; if a user lands on the entry page for a partner engine (TLD+1, this could be hundreds of Google URLs) show it.
 * If users clicks “Okay, Got it” button on the hanger, or into the address bar while the hanger is displayed, the hanger dismisses
 ** No future hangers will ever display, since the user acknowledged.
 * If user clicks anywhere besides the address bar or “ok” button, the hanger closes 
 ** The user will not see any other search hangers (onboarding or redirection) for the rest of the session
 ** Increment a counter of total number of hangers displayed (see “limits” story above)
