From a short UX review: - resize correctly when width becomes smaller - first line: bump first line to 15px, add margins - text should be grey-90 (see Accessibility panel) - background should be white (see Accessibility panel)

It feels a bit weird to reuse --theme-toolbar-color here for the color of the empty text, logged bug 1464348to discuss this.
