search progress doesn't behave like other progress

one example:  when search completes, the progress meter stays at 100%.

I've noticed that users like clear indications that a search is going and that a
search has completed.

saw this during jglick's UE study, so adding [ue] to status whiteboard.

note to self, check subscribe dialog progress, ab advanced search progress,
progress during ab card copy or dnd.

Another example (file): bug 101836.
Not sure whether we have existing bug(s) on this specific issue, but I think we
had some old ones about search ui status bar text not updating appropriately...

Just set the progressbar's percent to 0 (rather than 100) when the search is
done.

Uisng sep16 commercial trunk, win98, mac OS 10.1, linux rh6.2:
This looks OK to me... "Searching" appears while search is still ongoing and the
barber pole clears after search is done, no % progress bar.  Matches/no matches
found appear in text.  AB search doesn't use a progress bar at all that I can
see for long searches, just reports number of matches.
