[Affected versions]:
- Firefox  60.0, Firefox 61.0b5, Firefox 62.0a1 (2018-05-16);

[Affected platforms]:
- Windows 10x64, Ubuntu 16.04x64, macOS10.12.6

[Steps to reproduce]:
1. Open Firefox;
2. Navigate to: https://www.amazon.com/ ;
3. Hover over the header links from the right side.

[Expected result]:
- Links are behaving as expected (border displayed on hover, content of link not moving).

[Actual result]:
- The content of the links is moving by 1px; affecting links near it as well.
 
[Regression range]:
Not a regression, since it's reproducible on Firefox 3.2a1.pre and 45.3.0esr. 

[Additional notes]:
- Attached screen-cast with the issue;
- In some cases you need to zoom in/out the page after step 2;
- Links that have multiple elements stacked(div/span) seem to be affected;
- The "Departments" and "Deliver to [...]" links are also affected;
- Not reproducible with Chrome or Internet Explorer.

I can reproduce this on Windows only after zoom in/out.
