146265 - Error when building on IPF (HP-UX B11.20 ia64) in intl/uconv & intl/lwbrk

When building the "c" files in inlt/uconv/src & intl/lwbrk/src 
(i.e. ugen.c & rulebrk.c) we are getting the following compiler
error on HP-UX IPF (this is HP-UX 11.20 on ia64):

Error 130: [/opt/ansic/lbin/ctcom command line] # Cannot remove or change
predefined macros or the 'defined' operator.

erm, that's no fair. cls: if we do this in intl (for qnx) can we please do it 
in dbm/tests so that if i ever tried to build that again i'd stop failing 
there?

r=cls. we should probably abstract that into a named ifdef.

timeless: I have no idea what you're talking about. dbm/tests/Makefile.in
doesn't explicitly define __STDC__ for any platform.

right it doesn't, which causes QNX builds to fail there, in the past you've 
been unwilling to just force this define globally or locally because indeed the 
autoconf test fails for QNX. -- bug 107618
