Actual results:

It shows me the announcement div, but the announcement div doesn't have anything in it.
Just thought, you might wanna know this.
Since maybe it's supposed to show me an announcement but fails to do so.

It has a div in it with a class or id called geoip or something like that.
(I'll do another screenshot of the dev tool's html view when it happens again)

hi, that's an issue that's hanging around for quite a while already unfortunately. i'll dupe the report to the original bug.
