PR 11071 applied with additional changes from upstream: 15f9e082e6a532cb06c5f666ee3b7833fadf2500, a0bd72dbb7db5f71add0d20ac0d9e2d20270700b, a152a6c24ba204d02833b91a6a9546fac575e5c1
The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
