Thanks for the profile!

It looks like bug 1462411 definitely did improve this situation, we're getting more parallelism here, but it's not enough. Rasterization ranges from 200-600ms. Layerization is about 150ms. Display list building is about 60ms.

I think the discussion to improve this situation will happen more in bug 1455921, but it's good to confirm bug 1462411 has made a difference.
