Upgrade the tc-queu service to use the latest versions of tc-lib-*, etc. and thus use a rootUrl rather than baseUrl, etc.

Once this has landed, I want to change the name of the reapers in Heroku (and in taskcluster-terraform?)

Conveniently none of the reapers are set up in tc-terraform quite yet so no need to change them!

Updated to use dependencyResolver, claimResolver, and deadlinResolver (instead of *Reaper).

Everything seems to be fine..

I opened bug 1485025 for this. Indeed, it turned out to be a missing feature of jsonschema2go rather than any problems with the implementation in this bug.
