On this page each section with source code has its own scroll bars. The vertical
scroll bars aren't fully visible (800x600 res.), and maybe not needed at all. 
IE uses the main horizontal scroll bar for the entire page, but Mozilla's
approach is better.

2. scroll down to a source code section

Actual Results:  vertical scroll bars not fully visible

Expected Results:  scroll bars fully visible or no scroll bars
