Attachment: Remove small patch for bug 1462685 as was causing regression

Feed no longer shows stories about new revision being created since 
all revisions start off as drafts until all build plans are completed.
Rolling back draft support until kinks worked out.

The issue should be fixed now. This build is ready for QA testing.

All changes now deployed to phabricator-dev. QA can now resume.

Completed the test plan yesterday. Experienced some issues, but Maris helped me debug them.

Results were as expected.
