14632 - profile manager appears blank, then resizes to correct size

pitch your "moz registry" then launch apprunner. you'll get a "create profile"
dialog. However, it appears blank and large, then is resized to the correct size
and the content appears. It just looks sloppy. I bet the window is being shown
too early. it shouldn't be shown until the window is correctly sized and the
content is fully loaded.

I don't think this is anything we're doing.  Dan, can you help us determine if
we're doing something wrong in the way we open our toplevel window?  Is this a
dup of another bug?  Thanks, Steve

Our resource://res/profile/pm.xul and cpw.xul files use explicit height= and
width= parameters to the <window> tag to speicify the window size.  Dan
graciously agreed to take this bug if that was true.  Thanks Dan!

I can't see this problem happen in today's build. It was most likely fixed when I recently moved
a bit of code that was making windows appear too early.
