1463278 - Health Ping should have shown failures from Bug 1434714

This is a bit of a blast from the past, but I was cleaning up some of my open bugs and noticed this. When I looked at the health ping to see if we could see the failures that ended up being from Bug 1434714, I didn't see anything out of the ordinary (Bug 1423374). Arguably, the health ping *should* reflect this class of error as well (_any_ exceptions thrown by submitExternalPing) -- especially as folks use this code in various addons, we're probably going to see these kinds of issues crop up more where the a problem doesn't show up until the code is out in the wild, and the health ping will be important for debugging.
