do this after figuring out all the python bits. plan: reformat python as scala (1 day), then expose it to python or determine that it's better to maintain parallel implementations (1-2 days).

now fully exposed to python, but the read_rdd method is probably not going to do what we want yet. I'll resolve that in testing.
