My personal LDAP account has L3 and I use it to commit, but I'd like to have L1 for my mozilla LDAP account so I can use that for Treeherder to add new jobs to pushes, etc.
My Mozilla address is the one I have here on Bugzilla. My personal account has had L3 access since bug 684530.
