Followup from bug 1455269 comment 8. The issue is here: https://searchfox.org/mozilla-central/rev/bf4def0/browser/modules/ExtensionsUI.jsm#324-329 Kris added that because a second XPI dragged to the tab would cancel the first install notification. But PopupNotifications only requires a single notification type per tab, not per window.
