Steps to reproduce:

1. Click on any input field on any website.
2. Open Bengali writing software 'Bijoy Bayanno' (It's the most common Bengali writing software available for desktop users).
3. Try to write any Bengali word or sentence. e.g - মজিলা ফায়ারফক্স ভালো ব্রাউজার


Actual results:

Text want to write - মজিলা ফায়ারফক্স ভালো ব্রাউজার
Becomes - মজলা ফায়ারফক্স ভাো ব্াউজার


Expected results:

It should be  - মজিলা ফায়ারফক্স ভালো ব্রাউজার

I don't know Bengali language well but with the help of some google search I tried reproducing this issue.

User Agent 	Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0

User Agent 	Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:61.0) Gecko/20100101 Firefox/61.0

I installed 'Bijoy Bayanno' Bengali writing software and used it to write Bengali word 'ডাক্তার'and it typed as expected. I am placing this under core:Keyboard Navigation so someone can look into it.

Thank you for concentrating on this.
At first let me be sure about this:
* You wrote on a input field not on browsers url bar or search bar.

Please try to write 'মজিলা'... and I think you will see the problem... it writes 'মজলা'... ' ি' is always missing... some other characters too... and I far I know other people are facing same problem too...

I did see this issue with either on input field or url bar/serch bar. 
As I am not not familiar with the language here, I would request you to retest this on Chrome browser and let us know if you see this issue there or not? This way we will able to know if this is issue with Firefox or 'Bijoy Bayanno' Bengali writing software. Thanks!

Sorry for typo in comment 3. *I meant I didn't see the issue with either on input field or url bar/search bar. Not reproducible for me.
