Sync web-platform-tests PR 11177 into mozilla-central (this bug is closed when the sync is complete).

    removeTrack() makes track.onmute fire and the track to be muted.: TIMEOUT
    removeTrack() twice is safe.: NOTRUN
    track.onmute fires before setRemoteDescription resolves.: NOTRUN

New tests that have failures or other problems:

    RTCPeerConnection.prototype.setLocalDescription: FAIL
