1464804 - when bookmark toolbar is in main toolbar (url bar) it will occasionally disappear

Steps to reproduce:

1. move bookmark toolbar items to the right of the URL bar 
2. add some bookmarks with no text (icon only)
3. ?? just use the browser, maybe try adding items from the bookmarks menu to the toolbar (this triggered it once)
4. the bookmark toolbar items will disappear in the current window. 
5. if you spawn a new window (dragged tab off window, or File -> new window), the bookmark toolbar will be present in the new window, but not the original.



I have observed this for several firefox versions (since australius was ditched), and my windows machine as well (running 59, and 60)

bookmark toolbar items disappear 


Expected results:

nothing, they should be visible.
