Event telemetry "value" property should always be null

Details
It is far easier to view event telemetry data when value is null because then all properties are inside the "extra" property.
We should enforce this by throwing with a clear description whenever the "value" property is not null.

The telemetry system is now fairly clearly understood so this is no longer necessary.
