Mozilla ignores the automatic proxy config settings for the first page it
attempts to load after starting. Manual proxy config settings do not exhibit
this problem.

If I hit stop, and then go to any location, mozilla uses the APC settings as it
should.

I suspect that the startup page is being loaded before the APC settings are loaded.





Reproducible: Always

Steps to Reproduce:

1. Make sure your network does not allow outbound connections on port 80 so that
you have to go via a http proxy, and that the startup page is set to one that
you can't get to without going via the proxy.

2. Make sure that you use an automatic proxy configuration script and that it is
selected (as opposed to direct / manual proxy settings)

3. Quit and restart mozilla. The startup page will not be able to load.

4. Hit stop, and go to any location, which should succeed.


Fix: The APC needs to be loaded before any other page is requested.
