If Mozilla has no windows open but is running, clicking on the icon in the dock
should open a new browser window. (Clicking on the icon in the dock already
works otherwise as it should, bringing to the forefront all application windows.)

Reproducible: Always
Steps to Reproduce:
1. Launch mozilla
2. Close any open browser windows
3. Click on the icon in the dock

Actual Results:  Mozilla came to the front

Expected Results:  Mozilla should come to the front and open a brand new browser
window.
