Bug 1466400 fixed the localizability of the panel itself, but the title is not localized at the moment.

I have reproduced this bug with Nightly 62.0a1 (2018-06-04) (AR) on Windows 10, 64 Bit!
This bug's fix is verified with latest Nightly(AR)!
