1466839 - Selecting all text on certain pages does not trigger the floating action bar

Android: above 6.0 versions

Steps to reproduce:
1. Open Fennec and load a long article in Wikipedia
2. Scroll down the article until the title and the first paragraphs are not visible anymore.
3. Long tap to trigger the floating action bar and select all text

Expected result:
Floating action bar appears after the text is selected. The floating bar disappears only during the scrolling action disregarding the position on the page.

Actual result:
The floating action bar is not visible unless scrolling to the top of the page.

Note: Correct behavior on websites like planet.mozilla.org.

A regression range would be helpful here, if possible.

Apparently this defect is not suitable for regression since it's occurring in older versions (verified back to version 48.0).
