Details
When using responsive design mode, HTML <select> elements do not work properly. This issue only occurs when the user has selected a device from the drop-down menu. The issue does not occur if no device is selected. When the user clicks the <select> element, none of the options are displayed and it would appear that no click event is fired. There is no output in the browser console.

This issue only occurs when touch simulation is active.
Thanks for the report! I believe this is the same as bug 1378591. Please re-open if it is different.
