Steps to reproduce:
1. Don't use Thunderbird & Lightning for more than 30 minutes (let the database go to sleep).
2. From the Week view, drag an event from one day & time to any other.
Actual results:
It takes 60 seconds for the event to move.
Expected results:
It should be almost instantaneous.
This is the most dramatic example I have noted. Double clicking on events will take 10+ seconds for a dialog box to open is another. Any subsequent actions taken shortly after will respond quickly, in real response time. It's as if the database goes to sleep, & one must wait for it to wake up. It started two O/S upgrades ago, but this last one made it much worse.

Does problem go away or reduce if you start Windows in safe mode?

Problem appears to be turnning off background apps.
An easy way to stop calculator, camera, & other applications from running for no reason is to turn off background apps: settings > privacy > background apps
In turning them back on, most of the problem has been rectified.
