NSS_bogo_shim falls back to IPv4 only when itself can not create an IPv6 socket. In case the Bogo shim can create an IPv6 socket, but interop is listening on IPv4, the connection fails. The Bogo shim should retry connecting via IPv4 even if IPv6 seems to be available but the connection to interop fails.
