damp performance is slightly worse with WR enabled on both Linux and Windows. Marking P1 for windows regression.

We can't release this to the field, but we can let this ride to beta. However, we want to investigate and understand the bad perf numbers asap.

Somehow, graph did not plot data since August/15.

Linux is significantly worse with WR, Windows is comparable with and without WR.

Since windows is good now, we don't need to block on this for the MVP.
