[Prerequisites]:
- Have only one Top Site, Pocket Recommendation, and Highlight displayed on the New Tab page.

[Steps to reproduce]:
1. Open a new tab and set the page level to 90%.
2. Observe the Top Sites, Recommended by Pocket, and Highlights wireframes.

[Expected results]:
- The wireframes are still visible.

[Actual results]:
- The wireframes are invisible.

The zoom <100 issue is not reproducible anymore on Mac 10.14, Ubuntu 20.04 and Windows 10, hence marking as WFM.
Additional investation and spin-off into another issue needs to happen related to this, since on Mac 11, the gridlines are gone (seems to be recent regression - 89 works fine).

I tested latest Nightly 91.0a1 on two different OSX 11 machines and I was not able to reproduce the described behavior, so I'm removing the ni?.
