[Steps to reproduce]:
1. Launch Firefox.
2. Access any website.
3. Enable the Accessibility feature.
4. Extend several items from the "Role&Name" panel.
5. Scroll down inside the "Role&Name" panel until an element is positioned behind the panel's header.
6. Hover near the "Role" and "Name" strings.

[Expected result]:
No issues are encountered.

[Actual result]:
The "Finger" and the "Text select" pointers are displayed on the "Role&Name" panel's header.

[Regression range]:
I don't think that this is a regression.

[Additional information]:
For further information regarding this issue please observe the attached screencast.
Please note that this is affecting NVDA screen reader as well. NVDA reads the content that gets positioned behind the "Role&Name" panel's header.
