Bug 1440022 introduced PushBroadcastService, which is specified to disregard any broadcast messages from the server with a "dummy" or "no-op" version ID. However, at the time of writing, no actual version ID was specified. I stuck the string "dummy" in there as a placeholder. Once the actual version ID is known, we should update the ID in PushBroadcastService.
