There is some confusion about how we update snap releases. It's my understanding that there are human manual steps for releases.

If there is anything for releng to do this should be added to releasewarrior. If there is anything for relman to do, we should coordinate with them and update their documentation.

This may have been done already but between releng and relman, there is still confusion.

looks great. see PR. I want to make sure we don't delay bumping a snap to `stable` again. Do relman (or releng) know when this should be done?

Also, who has login access and authorization to do this?
