Address bar menu location is unstable

Details
Highlight on an address, and then right click for the menu. Move the cursor down
and then move it back up. The menu box will jump to a new location on the
screen and then (usually) return to the original location. If there are multiple
broswer windows open, then it is possible that the menu will "stick" to another
window, not the one that you are currently working in.

WORKSFORME Moz1.1/Win2k.
<roller@ll.mit.edu> if you are still seeing this behavior using mozilla 1.1,
please provide more details about your machine and configuration. Otherwise,
please resolve this bug INVALID.
