Steps to reproduce:

Was in this URL in a tab:
https://bugzilla.mozilla.org/show_bug.cgi?id=467153#c15

Closed that. Then did "Undo Close Tab".


Actual results:

It opened to the top of the URL, not to that specific part of the bug (the comment line #15).




Expected results:

It should have gone right to Comment #15.

I've managed to reproduce the issue on Fx 60.0.2 20180605171542 and on Fx 62.0a1 20180613100146 on Ubuntu 16.04 and Windows 10, therefore updating the tracking flags accordingly.

I've tested the navigation issue with Chorme as well and it's reproducible there as well with an additional behavior, after the undo, after reloading the tab in Chrome it won't scroll the page to comment 15, as it currently works in FF. Therefore, I'm not particularly certain what the root cause is here or even if this is fully a Firefox issue, therefore I will triage this to 'Tabbed Browser' as an initial triage.
