146793 - Tabbed Browsing: 1 tab open -> 2 tabs open moves tab down by 1 or 2 pixels

Using Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.0rc3) Gecko/20020523

1) Uncheck the option to 'hide tab bar when only 1 tab is open'
2) open any page with one 1 tab open and observe spacing between top of tab and
shortcut toolbar.
3) open a new tab so that at least 2 tabs are open and observe that both tabs
shift down by 1 or 2 pixels.

Desired effect: tabs do not shift up or down.  Visually I think the problem is
with the 1 tab case being too close to the shortcut/bookbmarks toolbar, where
the 2+ tab case is fine.

Forgot to mention that the problem appears in Modern Theme, but not Classic.
