Details

[Affected versions]:
- Nightly 62.0a1

[Affected platforms]:
- macOS 10.13.5
- Ubuntu 18.04

[Steps to reproduce]:
- Open Firefox
- Open a Private Window
- Open Hamburger menu and click Tracking protection
- Repeat the above step a few times

[Expected result]:
- Only one about:preferences#privacy page is opened

[Actual result]:
- about:preferences#privacy page opens in multiple tabs

[Regression range]:
- Not a regression since its also reproducible on the build where this was introduced, Nightly 2018-06-01

[Additional notes]:
- Here is a screencast showing the issue: https://drive.google.com/open?id=1y9ipSEuUWo4athKVI6Mk-Gs_U5CoUT8J (the screencast was made on ubuntu, .mp4 file and it would not work if I would have added it to bugzilla directly)
- Not sure if this is an actual bug, could be intended though.

This isn't specific to the hamburger menu button, it happens with all preferences links in private windows.
