[Affected versions]:
- Nightly 62.0a1

[Affected platforms]:
- macOS 10.13.5
- Ubuntu 18.04
- Windows 10 64bit

[Steps to reproduce]:
- Open Firefox
- Open Hamburger menu and click Tracking protection
- Repeat the above step a few times

[Expected result]:
- Nothing happens since Tracking protection options inside about:preferences#privacy is already in focus

[Actual result]:
- Tracking protection tour keeps animating even though it's in focus

[Regression range]:
- Not a regression since its also reproducible on the build where this was introduced, Nightly 2018-06-01

One could argue that this is good because it draws renewed attention to the section. In any case even if we think this is a problem the severity is low enough to put it on P5, and I would argue that there's no incentive to fix this unless we have further indication that this is confusing to users.
